  OFFICIAL VISIT OF AZERBAIJAN PRESIDENT ILHAM ALIYEV TO MOLDOVA
[April 21, 2005]

President of the Azerbaijan Republic Ilham Aliyev on April 21 has left for the Republic of Moldova with an official visit on the invitation of the President of this country, Vladimir Voronin.

On the same day, President of the Azerbaijan Republic Ilham Aliyev came to the city of Kishinev.

At the Kishinev Airport, adorned with state flags of Azerbaijan and Moldova, in honor of the Azerbaijan President a Guard of Honor was lined up.

Boys and girls in national dress presented flowers to the Head of the Azerbaijan State.

Premier of Moldova Vasile Tarlev, Vice-Premier, foreign minister Andrey Stratan, other officials, as well as ambassador of Azerbaijan in Kihsinev Talat Aliyev and members of the Azerbaijan Diaspora in Moldova welcomed President Ilham Aliyev.

From the airport, President of Azerbaijan Ilham Aliyev was escorted to his residence.

On April 21, ceremony of official welcoming of the Azerbaijan President Ilham Aliyev took place at the Presidential Palace in Kishinev.

President of the Republic of Moldova Vladimir Voronin cordially and kindly welcomed President of the Azerbaijan Republic.

After the state anthems of two states were performed, the Presidents revered the Guard of Honor.

The Presidents introduced members of their delegations to each other.

Visiting Moldova President of Azerbaijan Ilham Aliyev has met today with his Moldavian counterpart Vladimir Voronin in private, AzerTAj correspondent reports.

Both presidents emphasized the importance of personal meetings for development of Azerbaijan-Moldova bilateral relations, and pointed out the necessity to further enhance the dialogue at interparliamentary and intergovernmental levels.

Touching upon regional and international issues, the leaders of Azerbaijan and Moldova reaffirmed the inadmissibility of violent changing of internationally recognized borders underlining the importance of consolidation of the international community’s efforts against the aggressive attempts to violate territorial integrity of sovereign states.

Having condemned all forms of terrorism and aggressive separatism, the parties stressed the necessity to enhance cooperation in this sphere.

The presidents also mentioned the role of the intergovernmental commission in development of economic relations between the two countries, noting the availability of wide opportunities to establish closer cooperation.

On April 21, Presidents Ilham Aliyev of Azerbaijan and Vladimir Voronin of Moldova met in an enlarged format, according to AzerTAj correspondent.

The Moldavian leader expressed satisfaction with President Ilham Aliyev’s visit to his country, and greeted members of the Azerbaijani delegation.

President Ilham Aliyev thanked the Moldavian leadership for the invitation to pay a visit to the country, and described it as a new stage in the development of bilateral relations.

Both leaders noted the Azerbaijan-Moldova relations had a firm legal foundation - the Agreement on friendship and cooperation signed in November 27, 1997 and the Joint Statement of October 26, 2004 - for further development.

The parties expressed their intentions to enhance cooperation in the international organizations including the UN, OSCE, Council of Europe, BSEC and GUUAM. They noted in particular, that the European New Neighborhood Policy would promote integration into Europe, as the EU’s more active involvement in settlement of the existing conflicts, would help in maintenance of peace and stability in the region.

Noting the importance of the GUUAM member states summit to take place on April 22 in Moldavian capital, Kishinev, the Heads of State exchanged views on implementation of a number of regional economic projects. In particular, they expressed support for expanding of regional cooperation within the framework of the INOGATE program and other projects including the Baku-Tbilisi-Kars railroad construction.

The necessity for intergovernmental commission to aim its activities at creation of joint ventures and establishment of direct links between economic subjects of Azerbaijan and Moldova was also mentioned at the meeting.

Moldavian President noted the involvement of Azerbaijani investors in various economic projects especially mentioning their role in construction of the Jurjulesht terminal and oil refinery.

A ceremony for signing documents took place today in Kishinev in the presence of Presidents Ilham Aliyev of Azerbaijan and Vladimir Voronin of Moldova, AzerTAj correspondent reports from Moldavian capital.

Agreement Between the Government of Azerbaijan and the Government of Moldova on Labor Activity and Social Security of the Citizens of Azerbaijan Temporarily Working in the territory of the Republic of Moldova was signed by Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov and Minister of Foreign Affairs of Moldova Andrey Stratan.

Veterinary-sanitary Convention Between the Government of Azerbaijan and the Government of Moldova, was signed by Minister of Agriculture of Azerbaijan Ismat Abbasov and Minister of Agriculture of Moldova Anatoliy Gorodenko.

Agreement Between the Government of Azerbaijan and the Government of Moldova on Air Communications was signed by Director General of the State Concern Azarbaycan Hava Yollary (Azerbaijan Airlines) Jahangir Asgarov and Head of Moldova’s Aviation Service Vitaliy Mruk.

Minister of Communications and Information Technologies of Azerbaijan Ali Abbasov and Minister of Information Development of Moldova Vladimir Molozhen signed the Agreement On Cooperation Between the Government of Azerbaijan and the Government of Moldova in the Field of Informatization and Information Technologies.

Cooperation Agreement Between Close Corporation “Azerbaijan Tele-Radio-Broadcasting” and Public Company Tele-Radio-Moldova was signed by Chairman of the Close Corporation “Azerbaijan Tele-Radio-Broadcasting” Nizami Khudiyev and President of the Public Company Tele-Radio-Moldova Imle Teleshku.

Later the same day, President Ilham Aliyev met with Chairman of the Moldavian Parliament Marian Lupu. The Speaker said he was pleased to welcome the Azerbaijani leader at the Parliament, noting the successful cooperation between two countries’ legislative bodies. Mr. Lupu also recalled his participation in the international conference in Baku.

Having congratulated Mr. Marian Lupu on his election as Parliament Chairman President Ilham Aliyev pointed out that the President Vladimir Voronin’s official visit to Baku had fostered development of the relations between the two countries. My present official visit to Moldova may be taken as continuation of the Azerbaijan-Moldova dialogue, he added.

The Azerbaijani leader stressed as well that the existing regional and bilateral cooperation between Azerbaijan and Moldova needed to be continued, and described the role of the two countries’ legislative bodies in it as very important.

On behalf of the Moldavian President Vladimir Voronin, an official reception was arranged in honor of the President of Azerbaijan Ilham Aliyev. The Heads of State delivered speeches at the event.
