  PRESIDENT OF AZERBAIJAN ILHAM ALIYEV HEADS TO MOSCOW
President of Azerbaijan Ilham Aliyev left for the Russian capital of Moscow on Tuesday.
At the Heydar Aliyev International Airport, the Head of State was seen off by Prime Minister Artur Rasizade, Chief of the Presidential Administration Ramiz Mehdiyev, Head of the Baku Executive Power Hajibala Abutalybov.

At the Vnukovo-2 airport, the Head of State was welcomed by First Deputy Foreign Minister of Russia Andrey Denisov and other officials.

President of Azerbaijan Ilham Aliyev, who is in Moscow to attend an informal CIS summit, met Thursday with his Russian counterpart Vladimir Putin.
The Russian President expressed his gratitude to President Ilham Aliyev for “finding opportunity to come to Moscow for the summit”.
Vladimir Putin said there is considerable progress in economic cooperation between Russia and Azerbaijan.
“We express satisfaction with Russian investors` making more and more investments in Azerbaijan’s economy. We are grateful to you for the conditions your country`s government is creating for our companies”, the Russian leader said.
President Ilham Aliyev said “I fully agree with you that there are no problems in our relations”.
“We are moving forward in all directions – in terms of political, economic and humanitarian cooperation”, he noted.
The Azerbaijani leader stressed the two countries are very effectively cooperating, and that their relations are strengthening.
President Ilham Aliyev said he welcomes the increase in amount of Russian investments in Azerbaijan.
“Azerbaijani companies are also operating on the Russian market and enjoy equal rights there”, he noted.
“I am satisfied with how our relations are developing. I hope, during today’s meeting, we will also discuss bilateral issues and issues of regional cooperation, in particular, processes which are taking place in the world and need to be discussed”, said President Ilham Aliyev.

President of Azerbaijan Ilham Aliyev was given the title of Honorary Professor of the Moscow State University (MSU) at a ceremony held at this world-famous higher education institution on Thursday, AzerTAc correspondents report from the Russian capital city.
The Azerbaijani leader accompanied by his spouse Ms. Mehriban Aliyeva and daughter, head of the Russian office of the Heydar Aliyev Foundation, Ms. Leyla Aliyeva, was warmly greeted by the audience.
In his welcome speech, Rector of the University Viktor Sadovnichiy spoke about the main phases of life and political activities of the Azerbaijani President, including his accomplishments in the international arena.
He also shared remembrances of his meetings with national leader of Azerbaijan Heydar Aliyev, stressing the care the outstanding political figure had taken of the Moscow State University.
The Rector read out the University Academic Council’s decision to give the title of Honorary Professor of the Moscow State University to President of Azerbaijan Ilham Aliyev for his outstanding contribution to strengthening ties between Russia and Azerbaijan, development of education and science for the welfare of the two countries, and fruitful cooperation between Azerbaijan and MSU.
After that, the Azerbaijani leader was presented with diploma and the Medal of Honorary Professor of MSU.
Other speakers including Dean of the university’s Department of Chemistry, Academic Valeriy Lunin, Head of the MSU Unified Trade Union Committee Igor Kotlobovskiy mentioned Azerbaijan’s economic achievements, and President Ilham Aliyev`s contributions to dynamic development of the country in all spheres of life, including in education and sports.
Third-year student of the Department of Higher Mathematics and Cybernetics Ulfat Aliyev, who also chairs MSU’s Azerbaijan Youth Club, on behalf of 200 Azerbaijani students of the university, congratulated President Ilham Aliyev on the title and assured him that young Azerbaijanis would represent worthily their country in the Russian capital.
President Ilham Aliyev addressed the students and teaching staff of the university. He thanked the Academic Council for honoring him with the title of professor of “this renowned university”.
President Ilham Aliyev called Azerbaijan-Russia relationships many-sided, adding both countries` leaders regard them as a guarantee of peace, security and sustainable development in the region.
He said since 2000, the bilateral relations have entered a new stage – the stage of strategic partnership.
The Azerbaijani leader also dwelt on humanitarian cooperation issues, pointing out the fact that Slavic University as well as Russian schools are functioning in Azerbaijan, and that newspapers in Russian language are published in the country.
President Ilham Aliyev said the Azerbaijani society has strong traditions of internationalism and tolerance.
He noted that opening of Moscow State University`s branch in Baku will be another step towards making the two countries` people closer.
According to the President, education is second, after defense, priority in Azerbaijan`s state budget.
The country has adopted the State program for education of Azerbaijani students abroad in 2007-2015.
Over the last few years, 1,200 schools have been built and equipped with modern computers in Azerbaijan.
President Ilham Aliyev expressed wish to intensify cooperation between scientific and educational circles of Azerbaijan and Russia.
Afterwards, the President responded to questions from students.
Then, the audience heard the performance by the Academic Students Chorus led by Azerbaijani conductor Mirza Asgarov.
President Ilham Aliyev signed the University`s guest book and had his photo taken together with its students and teachers.

President of Azerbaijan Ilham Aliyev participated Friday in the informal summit of the Heads of CIS member states at the House of Receptions of the Russian Government in Moscow.
The meeting was opened by President of Russia Vladimir Putin who thanked the Heads of CIS member countries for participating in the summit.
Chairman of the Commonwealth, President of Kyrgyzstan Kurmanbek Bakiyev suggested discussing the topics that are of interest to all CIS countries.
President of Russia Vladimir reported on the CIS development. He noted cooperation with CIS countries is a priority of the Russian foreign policy. Adoption of the conception of CIS`s further development, implementation of joint economic and humanitarian projects are the necessary factors aimed at strengthening the Commonwealth, the President stressed.
On the activity of the Council of Heads of CIS Migration Bodies, President Putin expressed regret over the existing xenophobia and nationalism against migrants from the CIS countries.
The Head of the Russian State emphasized the importance of the humanitarian cooperation and the need for paying a special attention to education-related projects. He welcomed President Ilham Aliyev`s decision to open the branch of the Lomonosov Moscow State University in Baku.
Russia came forward with an initiative to designate the year 2008 as the Year of Literature and Reading, which envisages holding of jubilees of classics of national literature including Azerbaijani poet Mikail Mushfig.
President Putin said he favors adoption of the conception on the institution of presidency. It will allow boosting the activity of the Commonwealth structures, he noted.
Outgoing President Vladimir Putin introduced his political successor to the Heads of CIS nations. He said Russia`s foreign policy towards CIS would not be changed if first Vice-Premier Dmitriy Medvedev wins the presidential elections.
Medvedev reported on the prospects for development of the Commonwealth.
Then, summit participants discussed economic and political cooperation among CIS countries, their interaction to implement joint projects in the social and humanitarian fields, measures to realize the conception of CIS`s further development and concrete ways of increasing the effectiveness of the Commonwealth.
Issues considered at the meeting also included migration policy in the CIS area, interaction in the field of transportation including comprehensive development and modernization of the transport infrastructure in the CIS countries. This topic came up as the year 2008 - at the initiative of Kazakhstan - was designated the Year of Transport in the CIS.
The CIS leaders also discussed the draft action plan to prepare for celebration of the 65th anniversary of the victory in the World War II and more active use of possibilities of the “Mir” interstate TV and Radio broadcasting company.

Upon completion of the summit, the Russian President hosted a dinner in honor of the Heads of CIS member nations.
Later in the evening, summit participants attended the concert dedicated to the Defender of the Fatherland Day, which took place in the State Kremlin Palace.

On February 24, President of Azerbaijan Ilham Aliyev returned to Baku from Moscow after participating in the informal meeting of heads of CIS member-states.
At the Heydar Aliyev International Airport, the President was met by Prime Minister of Azerbaijan Artur Rasizade, Head of the Presidential Administration Ramiz Mehdiyev and Mayor of Baku Hajibala Abutalybov.
