  SUMMIT OF BLACK SEA ECONOMIC COOPERATION ORGANIZATION HELD IN ISTANBUL
The 15th anniversary Summit of the Black Sea Economic Cooperation Organization took place at Chiragan Palace in Istanbul, Turkey, on June 25.
The Summit was attended by leaders of 12 member-states of the organization and representatives of 13 observer countries, including Presidents Ilham Aliyev of Azerbaijan, Ahmet Necdet Sezer of Turkey, Vladimir Putin of Russia, Viktor Yuschenko of Ukraine, Traian Basescu of Romania, Vladimir Voronin of Moldova, Georgi Parvanov of Bulgaria, Mikhail Saakashvili of Georgia, Prime Ministers Konstantinos Karamanlis of Greece and Sali Berisha of Albania, Foreign Ministers of Slovakia and Armenia, as well as representatives of the USA, United Nations, European Union, OSCE, World Bank and World Trade Organization.
Opening the summit Turkish President Sezer said the main goal of the Black Sea Economic Cooperation Organization is to enhance cooperation and strengthen dialogue among its members states.
Other speakers included presidents, premiers and foreign ministers of Bulgaria, Azerbaijan, Georgia, Moldova, Romania, Armenia Albania, Russia, Serbia and Ukraine.
One of the very interesting moments happened during Armenian FM Vardan Oskanian`s speech, when his claims concerning the Nagorno-Karabakh conflict brought an immediate harsh reaction from Azerbaijan President Ilham Aliyev.
When Oskanian said “everything is past, and Azerbaijan should now create conditions for people to live normally in Nagorno-Karabah”, the Azerbaijani leader could not help reacting and took the floor.
“First of all, I want to say that the war is not over yet to speak about the victory… Our stance on the dispute is clear, and is based on international law”, Ilham Aliyev said.
“All the member countries of the organization, except one (Armenia) recognize our territorial integrity. Armenia and Azerbaijan are members of a number of international organizations, including the Black Sea Economic Cooperation Organization, the Commonwealth of Independent States and the Council of Europe. All countries in these organizations respect Azerbaijan`s territorial integrity, including Nagorno-Karabakh”, the Azerbaijani leader added.
President Aliyev said “our proposal towards resolution of the conflict is clear and is based on reality, and we suggest giving a high status of self-governance to the Nagorno-Karabakh, which will allow local Armenians to use their rights”.
“But we will never accept the occupation of our lands. Not only Nagorno-Karabakh, but also seven adjacent regions are under occupation, and it is not acceptable. In the 21st century the policy of ethnic cleansing cannot be considered fair. Therefore, I would like my colleagues to focus their attention on reality rather on attempts to falsify history», the President of Azerbaijan said.
The summit ended with the signing of the joint Declaration.

PRESIDENT ILHAM ALIYEV SPEAKS AT BSEC SUMMIT
President of Azerbaijan Ilham Aliyev spoke at the 15th Summit of the Black Sea Economic Cooperation organization held in Istanbul, Turkey on June 25.
He first thanked the government and President Ahmed Necdet Sezer of the host country for excellent organization of the summit and hospitality.
The President qualified the 15-year activity of the organization as very positive. “Practical results of the close cooperation our countries have been working in over these years are obvious,” he said.
Speaking of the progress Azerbaijan has achieved for the mentioned period, President Aliyev noted it was the result of serious political and economic reforms implemented in the country.
“We attach much attention to the regional cooperation, and we are the initiators of a number of important projects. In general, Azerbaijan is playing an active role in boosting the Caspian Sea - Black Sea cooperation.”
The Azerbaijani leader pointed to close cooperation with Georgia, Turkey and Russia in delivering the Azerbaijani oil to the world markets via three oil pipelines.
“Next year, Azerbaijan is expected to produce 1 million barrels of oil per day. Now, Azerbaijan is turning into a gas exporting country with necessary transport infrastructure.”
The President expressed confidence that his country’s initiatives in both transport and energy sectors will contribute even greater to the regional cooperation.
In this connection, he stressed the significance of the Baku-Tbilisi-Kars railroad, whose construction is to start soon. “This railroad to connect Europe and Asia will be capable to transport considerably more amount of cargo, thereby opening new opportunities for the friendly countries.”
President Ilham Aliyev also spoke of the problems existing in the region, including the unresolved conflicts.
Touching upon the Armenian aggression against Azerbaijan, he reminded of 20% occupied territories of Azerbaijan and over 1 million refugees and internally displaced persons from the conflict. “It is great injustice, it is violation of international legal norms,” he said.
“Taking the opportunity I would like again to draw the attention of the heads of state and governments to this issue. As long as unresolved, this problem presents a big threat to us, to the entire region and to regional cooperation.”
President Aliyev stressed that solution to the problem can be found only and only on the base of the international legal norms. “Territorial integrity of Azerbaijan must be restored, more than a million of our compatriots, who have been suffering over ten years, must return to their homes.”
On the status of Nagorno-Karabakh, the Azerbaijani leader said there are a lot of positive examples of self-governance in the world, including in Europe, which could also be applied in this region.
“I hope this conflict, and other unresolved ones will be settled bringing long-standing peace, stability and cooperation to the region,” President Ilham Aliyev said.

On June 25, President of Azerbaijan Ilham Aliyev met at Chiragan Palace in Istanbul with Turkish counterpart Ahmet Necdet Sezer.
The Presidents expressed satisfaction with the stable development of relations between the two friendly and brotherly countries and the confidence in further expansion and cementing of the cooperation.
They stressed the significance of the 15th Summit of BSEC and the role of the organization in development of mutually beneficial relations between the two countries and peoples.
The parties also exchanged views on Azerbaijan-Turkey bilateral relations, regional cooperation and a number of other issues of mutual interest.

President of Azerbaijan Ilham Aliyev attended an official dinner given by Prime Minister of Turkey Recep Tayyip Erdogan for the participants of the 15th jubilee summit of the Organization of Black Sea Economic Cooperation (BSEC) at the Chiragan Palace in Istanbul.

On behalf of President of Turkey, Ahmed Necdet Sezer, an official reception was given at the Dolmabahce Palace in Istanbul in honor of the participants of the 15th summit meeting of the Organization of the Black Sea Economic Cooperation.
President of Azerbaijan Ilham Aliyev was present at the reception.
Following the reception, Heads of States and Governments strolled along the Bosphorus strait.
